COMMISSION TO SPEND $900,000 for BOE ADMINISTRATIVE OFFICES

Loudon County Commission Meeting Jan. 6, 2014 (Monday) 6:00 p.m. Annex Basement, Mulberry, Loudon, TN
At Monday's meeting, Loudon County Commission will vote to spend $900,000 for school board administrative office renovations at the Tech Center; funding to come from the Adequate Schools Facilities Tax (AFT) meant for school buildings/renovations.
At last month's (Dec. 2, 2013) Loudon County Commission meeting, Mayor Estelle Herron requested Commission approval of a Budget Amendment ($800,000.00 -Adequate Facilities Tax #177) for administrative BOE office space (5,000 sq. ft.) at the Tech Center located in Lenoir City.
Commission's vote was delayed pending the outcome of a Study concerning the Tech Center facility renovations. In one month alone, the cost estimates has increased by $100,000 (HVAC) from initial cost estimates but this estimate does not include the replacement of all 15 HVAC aging roof units. Roof Estimates could go higher if more damage is found once roof repairs begin.
Please don't think the expense of renovations will stop there because that does not include the cost of new furniture or moving expense.
Parents Silent about BOE Office Move to Lenoir City
Loudon County Commission must address jail over-crowding problems and related cost to address this issue.
The school board must address turn lanes and other traffic safety issues at Ft. Loudoun Middle School; the cost to purchase 7 right-of-ways (3 commercial and 4 residential) is still unknown.
No decision has been made about the old Greenback School and the demolition cost to a building with asbestos as plans are underway to move the students and teachers from the old school to the new Greenback School.
There are many more important school needs including Loudon High cafeteria renovations, more classrooms, Philadelphia road problem, etc.
How do parents feel about the lack of priorities by Loudon County Commission?
What about the inconvenience and cost of traveling a longer distance to BOE offices in Lenoir City?
Parents and taxpayers, please get involved.
School Board side (County Office Building - COB)
When County Mayor Estelle Herron unveiled her initial plans to renovate the county side, the cost was $300,000 for 1,100 sq. ft. space.
County Mayor Herron has yet to disclose how she plans to utilize the entire 8,500 sq. ft. (BOE office space) and related expense.
The very same county office building that was renovated in 2007 by then county mayor Doyle Arp; taxpayer dollars spent $330,000 (est.).
How much of a property tax increase can taxpayers expect to pay as Commissioners vote to squander more taxpayer money on lofty BOE administrative offices? One other interesting note, UT Ag offices located in the county office building were not asked to move.
LEGALITY ISSUE & QUESTIONS?
The BOE offices is presently located in Loudon, the county seat; is it legal for the BOE county officers to move from the county seat?
There were legal issues and question in 2007 about moving the BOE from the county seat, and now, County Mayor Estelle Herron appears to be following down the same path as her predecessor.
