BOE RETREAT 2014 - MARCH 7 DAY 1

PRIORITIZING EDUCATION CAPITAL PROJECT

BY: PAT HUNTER

At the Feb. 6, 2014 workshop meeting, Board of Education members discussed cancelling the March workshop and board meetings because of Spring Break and holding a retreat.

Subsequently, at the March 4th meeting, the BOE voted to approve the consent agenda, which included the cancellation of the March 6th workshop and March 13th board meetings. Surprisingly, the board did not vote to hold a retreat in Gatlinburg on March 8th and 9th but the retreat was held nonetheless.

Last year, the majority of board members tip toed around the subject of holding a retreat in Gatlinburg; this year was no different..

At the Gatlinburg retreat, the board discussed prioritizing school building projects, and Mayor Estelle Herron’s recent letter outlining new procedures for submitting funding requests to Loudon County Commission.

According to Mayor Herron’s letter, Education Capital Projects funding requests would require a school board approved Resolution spread upon the minutes and followed by review process of the County Capital Projects Committee and Budget Committee. One board member commented that he had read Loudon County’s Procedural Rules and he could not locate any reference to Mayor Herron’s new procedural rule.

Director Vance informed the board of a Capital Projects Resolution, which was approved by the board and spread over the Nov. 8, 2012 BOE minutes.

After further discussion, the board agreed to hold a Special Called meeting on March 13th at 5:00 p.m. County Office Building.

The board discussed rescinding the Nov. 8, 2012 Resolution, and approving a new Capital Projects Resolution to send to Loudon County Commission.
